Sexual Abuse of Children (Child Sexual Abuse Material), Indecent Assault, Invasion of Privacy, Corruption of Minors, Furnishing Liquor to Minors, Criminal Use of Communication Facility, and Endangering the Welfare of Children - WBP # 24-06738 - COLIN JAMES BEST, M/39, has been charged by the Williamsport Police with the above offenses. On August 14th, 2024, a 17-year-old juvenile reported that the week prior BEST provided her and another 16-year-old female marijuana and shots of alcohol. After imbibing the alcohol and marijuana, the victim briefly fell asleep on the couch but was awakened when BEST tugged at her pants before walking away holding his phone. Believing that BEST had taken inappropriate photographs of the females, Criminal Investigators obtained an arrest warrant for BEST and a search warrant for the contents of his phone. Investigators were subsequently able to gain access to BEST's digital photos where they located over a dozen recorded videos depicting BEST engaged in furnishing alcohol to minors, BEST filming minors' genitals, and other recorded Child Sexual Abuse Material. 

BEST was arraigned before MDJ William Solomon on these charges and was later placed in the Lycoming County Prison after being denied bail.
