Incident 24-00308/Homicide Investigation/Arrests Made
On January 12th, 2024 at approximately 12:00 o'clock A.M. Williamsport Police Patrol Units were advised of a suspicious circumstance. Family members of both Alisha Seese and Ronald Dailey had contacted police advising that neither Seese or Dailey had returned home after work which was not normal for either. Police also learned that family of both Seese and Dailey had begun tracking the two through cell phone applications. This tracking subsequently led officers to a vehicle stop of Troy Bailey, Sr. who at the time, was the defendant in a PFA filed by Seese.
While police continued investigation of this incident, officers were dispatched to the area of Ames Place near Terrace Place for a report of shots fired. Upon arriving in the area, officers did locate a white sport utility vehicle which was occupied by Seese and Dailey. Seese and Dailey were both found deceased from gunshot wounds. Through further investigation, police located video evidence that showed both Dailey and Seese departing work at Lycoming Engines before being forced into Dailey's vehicle by two individuals and subsequently driving out of the parking lot of Lycoming Engines (Textron). These two individuals were later identified as Troy Bailey, Sr. and Muhammed Davis.
In the month and a half following the homicide, Agents from Williamsport Police were able to locate physical evidence, phone records and witnesses along with additional evidence which confirmed the involvement of Troy Bailey, Sr., Muhammed Davis, Sandy Perez and Randy Johnson in the deaths of Alisha Seese and Ronald Dailey.
On 03/04/2024, Agents from Williamsport Police and Detectives from the Lycoming County District Attorney's Office took Troy Bailey, Sr., Muhammed Davis, Sandy Perez and Randy Johnson before District Judge Frey to be arraigned on various charges relating to the homicides of Alisha Seese and Ronald Dailey. Bailey was recommitted to Lycoming County Prison after being denied bail, Muhammed Davis was recommitted to Lycoming County Prison after being denied bail, Sandy Perez was committed to Lycoming County Prison after being denied bail and Randy Johnson was released following arraignment on $50,000 bail.
In addition to the above listed charges, Bailey is also facing charges of Stalking, Recklessly Endangering Another Person, False Imprisonment , Unlawful Restraint and Tampering with Physical Evidence. The following individuals have also been charged with the following crimes in this investigation:
